- The OSCE can provide a common platform for dialogue, conflict prevention and cooperation.
- This requires that its participating states put the OSCE higher on their political agenda, increase their commitment and improve the implementation of OSCE decisions.
- Its institutions, such as the High Commissioner on National Minorities, should be strengthened.
- The OSCE should adopt a more strategic and long-term approach to protracted conflicts.
- The OSCE can provide a platform for tackling transnational threats.
- As security in the OSCE area cannot be divided from security in its neighbourhood, co-operation with neighbouring regions should be strengthened.
These are some of the recommendations of the OSCE Network of Think Tanks and Academic Institutions in their report Reviving Co-operative Security in Europe through the OSCE. The report is based on the contributions of seventeen institutes, including Clingendael.
