The Centre for Education and Training (CET) of the Indonesian Ministry of Foreign Affairs and Clingendael Academy organised four seminars in Jakarta on

  • Strategic policy development and scenario planning
  • Bilateral negotiations
  • Multilateral negotiations, and
  • Inter-ministerial negotiations.

The seminars were conducted by Ron Ton, Director of Clingendael Academy.

In total, the seminars were attended by 58 Indonesian diplomats and senior officials of 12 different Ministries and agencies.

Scenario planning: Key drivers influencing Indonesia’s future foreign policy

The aim of the scenario planning seminar was to learn about strategic policy methodologies and to draft four scenarios on the future of Indonesian foreign policy 2025.

The group identified key drivers and developments that are supposed to influence Indonesian foreign policy in the next ten years:

  1. The security situation in the South Chinese Sea
  2. The integration process within ASEAN
  3. Migration of Indonesian workers
  4. Sustainable development
  5. Modernisation of Indonesian diplomacy
  6. Domestic political stability
  7. Indonesia's role vis-à-vis major global powers
  8. Threat of terrorism

Bilateral and multilateral negotiations skills for future postings

The aims of the bilateral and multilateral negotiations seminars were to strengthen the insights and skills in international negotiations by taking into account future postings at bilateral or multilateral missions of Indonesia.

Inter-ministerial negotiations: the internationalisation of policies

The objectives of the seminar were to increase insights in the complexity of negotiations, to improve personal negotiations skills, and to strengthen the contributions to inter-ministerial negotiations.

The growing importance of the internationalisation of policies at various national ministries, for example Industry, Education and Culture, Health, and the Investment Board, was recognised.

The seminar was highly appreciated by the Ministries and opened doors for more international training organised by the CET.
