Clingendael trains NASC Nigeria

Adequate recruitment and careful selection of staff is of strategic importance for the well-functioning of the Nigerian parliament. The National Assembly Service Commission (NASC) is the organisation that is responsible for recruiting and selecting staff for this parliament. The NASC manages the work force of the National Assembly.

Training NASC commissioners, politicians and staff

To gain new insights in order to further professionalise, a delegation of twelve participants came to the Clingendael Institute to obtain knowledge and skills and to learn from experiences abroad.  The group consisted of ten commissioners and administrative staff members of the NASC as well as of two politicians. The programme aimed at gaining knowledge abroad about strategic parliamentary policies, politics and management for transition countries.

Lectures, skills and working visits

The teachers and speakers of the programme presented and discussed topics, such as good governance, the national integrity system assessment, state-building, the effectiveness of foreign aid and accountability. Moreover, the organisation and functioning of the Dutch Parliament and the strategic parliamentary policies that staff supports to develop and implement, was presented.

Next to lectures, a training in management skills formed an important part of this course. The participants were introduced to a stakeholders-analysis as well as a SWOT-analysis. Both tools were applied to challenges the NASC are currently facing, for which possible solutions were also developed during the workshops.
The group also visited the Peace Palace and the International Criminal Court.
