Februarinummer Internationale Spectator

De financieel-economische crisis heeft in het bijzonder het zuiden van Europa getroffen. In deze aflevering van de Internationale Spectator een drieluik over de zuidelijke rand van de EU, met bijzondere aandacht voor Itali� en Portugal. Training Effectieve Belangenbehartiging in de Europese Unie, 21 en 22 maart 2012

In maart 2012 vindt een nieuwe editie plaats van de succesvolle training Effectieve Belangenbehartiging in de Europese Unie van Instituut Clingendael. In het programma ligt de nadruk op het bekwamen in de soft skills voor effectieve belangenbehartiging; lobbyen, representatie en onderhandelen. Daarnaast is er in het programma aandacht voor de Brusselse en Nederlandse besluitvorming, de werkprocessen en cultuur van de Europese instellingen, het uitwisselen van ervaringen in de Europese lobby en het opstellen van een plan van aanpak op basis van het eigen dossier. Expert meeting on Chinese Consular protection system

On February 1st Dr. XIA of the China Foreign Affairs University visited Clingendael to talk about the recent development of China�s consular protection system. This expert meeting was organized by Clingendael Asia Studies and brought together academics and practitioners in the field of consular affairs. China's consular protection cases are closely related to domestic developments and confront the national government with difficult puzzles. Read more�

EU-India relations; challenges to a strategic partnership

India was one of the first countries to establish diplomatic relations with the European Economic Community in 1963. Since the 1990s economic and political relations between the EU and India have intensified considerably, and in 2000 the EU has acknowledged India's economic power and its aspirations to play a global role in the international system in the 21st century. The European Security Strategy of 2003 emphasised the need for 'strategic partnerships', and India is one of the few countries with which the EU actually signed such an agreement in 2004 together with a Joint Action Plan (2005). However, bilateral relations are dominated by economic and trade affairs, and a growing consensus between the EU and India on political and security issues has not yet led to increasing cooperation on that level. So how strategic really is the relationship between the EU and India? And what challenges does it face in the context of a changing geopolitical strategic landscape? Read more�

Jan Rood bijzonder hoogleraar europese integratie

Per 1 februari is Dr. J.Q.Th. (Jan) Rood door de Stichting Instituut Clingendael tot bijzonder hoogleraar benoemd op de bijzondere leerstoel Europese integratie in een mondiaal perspectief. Deze bijzondere leerstoel is gevestigd bij de Faculteit Geesteswetenschappen van de Universiteit Leiden. Jan Rood is verbonden aan Instituut Clingendael. Hij is tevens voorzitter van het Nederlands Genootschap voor Internationale Zaken en hoofdredacteur van de Internationale Spectator.

CIEP Energy Paper: �Harvesting Transition? Energy Policy Cooperation or Competition around the North Sea�

The Northwest European electricity markets are increasingly becoming intertwined with the advance of the internal market. This implies that national fuel mix policies increasingly have cross-national implications. The German decision to phase out nuclear energy has made this crystal clear. Adding more renewable energy to the electricity system intensifies the need for coordination between the Northwest European countries. With the Pentalateral Forum in mind, we have distinguished five different options with an increasing level of coordination, which we would like to bring to the attention of Northwest European policy-makers. Seminar for Municipality of Rotterdam

With the rise of the BRIC-countries, the relative weight of Europe in the world has declined. In addition, the EU is weakened by the worst financial crisis since the �30s. How can Rotterdam maintain and strengthen its leading position in the current economic climate? What role do neighbouring international regions play in this regard? This afternoon seminar takes a look at Rotterdam, the EU and specifically Rotterdams relations with key regions in Germany and Belgium. Read more�

Water conflict management negotiation training

Just as in previous years, Paul Meerts and Wilbur Perlot will teach international negotiations in the prestigious master programme Water conflict management of UNESCO-IHE. The negotiations module will focus on skills of the individual negotiators, turning water conflicts in negotiated agreements and mediation and will take place at the Clingendael Institute from 20-23 February. Tot onze grote droefheid is overleden

Koen Koch

Koen was van 1999 tot zijn emeritaat in 2010 namens het Nederlands Genootschap voor Internationale Zaken bijzonder hoogleraar aan de Faculteit Rechtsgeleerdheid van de Rijksuniversiteit Groningen. In die hoedanigheid heeft hij een belangrijke bijdrage geleverd aan de bestudering van vraagstukken inzake staatsvorming en Europese integratie en aan het onderwijs over deze thema�s. Koen Koch was een scherpzinnig denker, een enthousiast docent, een begenadigd schrijver en een buitengewoon prettige collega, die helaas veel te vroeg is overleden.

Naast het NGIZ onderhield Koen natuurlijk ook een hechte band met het Instituut Clingendael en zijn medewerkers zelf. Vele (ook oud-)Clingendaelers hadden diverse contacten met � en delen herinnering aan Koen: via het NGIZ, Vrij Nederland, de Universiteit Leiden, de Erasmus Universiteit, Transaktie / Vrede en Veiligheid en als reisgenoot naar de slagvelden van de Eerste Wereldoorlog. Te waardevol, mooi en rijk om uitputtend te noemen. Uit al die bronnen zijn wij dankbaar voor zijn inspiratie, wijsheid en vriendschap.

Wij wensen zijn familie veel sterkte toe bij het verwerken van dit grote verlies.
