New Clingendael Security Paper: The CIA’s extraordinary rendition and secret detention programme
April 1, 2009. In the ‘war on terrorism’ waged by the United States the activities of the CIA have been in the spotlight of discussions for several years. Such activities include extra-legal renditions of terrorist suspects and their subsequent detention in secret prisons. The global reach of the CIA’s activities also involves European state authorities and other actors. This new Security Paper investigates what lessons may be learnt for European states, especially with regard to the accountability and oversight of activities of (foreign) intelligence services.
