Introduction

The seminar “Eastern Partnership countries between the EU and the Eurasian Economic Union: prospects for trade relations and economic reforms”, which took place at the Clingendael Institute in The Hague on the 6th of March 2015, aspired to make its own contribution to the ongoing review of the European Neighbourhood Programme by looking at a wide range of current problems. In particular, the discussion took into consideration some of the questions asked in the Joint Consultation Paper of the European Commission “Towards a new European Neighbourhood Policy” in order to come up with proposals to improve the EaP in the key areas of modification as defined in the Consultation Paper: i.e. differentiation, focus, flexibility and ownership and visibility.
