This global research initiative, a joint project of the Social Science Research Council (New York) and the Clingendael Institute, aimed at informing policy and programming by strengthening the evidence base and addressing critical gaps in knowledge in the fields of AIDS and security. 			<title>Sudan 2012</title>
			<description><![CDATA[<p>The future of Sudan is uncertain. At present the international community, governments, international organisations and civil society groups are primarily focused on stimulating implementation of the Comprehensive Peace Agreement (CPA) and making sure an election and referendum take place. Consequently, little time is given to thinking strategically about the period after 2011. What will happen in 2012 is barely touched on.</p>

			<title>Policy Brief: Pioneering for Solutions to Somali Piracy – Facing the Challenge, Seizing the Opportunity</title>
			<description><![CDATA[<p>The Clingendael Security and Conflict Programme (CSCP) is pleased to present its latest publication, entitled <em>Pioneering for Solutions to Somali Piracy – Facing the Challenge, Seizing the Opportunity</em>, written by Bibi van Ginkel, Jort Hemmer, Susanne Kamerling and Frans-Paul van der Putten. Recent years have seen a surge in piracy in the Gulf of Aden, followed by growing international involvement in pursuing pirates off the Somali coast. The piracy problem is multifaceted and includes complex geopolitical, regional, legal and operational challenges. But the commitment demonstrated by a broad range of actors to fight piracy in Somali waters also offers unique opportunities. The unprecedented awareness of and attention to the region’s insecurity provides international stakeholders with the momentum to strengthen their ties and address the root causes. This CSCP policy brief gives a comprehensive account of the piracy issue and presents recommendations to nations engaged in counter-piracy activities. <br /><br />

			<title> Pragmatic Realism in Justice and Security Development: Supporting Improvement in the Performance of Non-State/Local Justice and Security Networks</title>
			<description><![CDATA[<p>This report reviews and outlines many of the important conceptual and policy challenges and opportunities for donors to support the strengthening of the performance of non-state/local justice and security networks. Given the poor track record of the current statebuilding approach, the report argues that donor-supported justice and security programming ought to adopt a pragmatic realism approach that recognizes the different nature and structure of power and authority in the fragile, post-colonial state.  Because of the vitality of the networks of the ‘second state’, this approach would proportion a significant percentage of assistance, in the short- to intermediate-term, to improving the performance of non-state/local justice and security networks and building more effective and accountable links and relationships between the state and these networks.</p>]]></description>

			<title>CSCP organizes conference on piracy</title>
			<description><![CDATA[<p>Wednesday 8 July, 2009, Clingendael Security and Conflict Programme (CSCP) will organize a conference on piracy entitled:  <em>Pioneering for Solutions Against Piracy Focusing on a Geopolitical Analysis, Counter-piracy Initiatives and Policy Solutions</em>. </p>

<p>The number of piracy incidents off the coast of Somalia has skyrocketed, as have insurance fees for commercial shipping. Several states, as well as different security organizations, are sending warships to the area to deal with the problem. The problem of piracy is multi-faceted, and any attempt to find solutions should therefore take notion of the different dimensions of the problem.<br />

			<title>EU support for Security Sector Reform is challenging task</title>
			<description>Within the European Union development has traditionally been seen as the task of the European Community (EC – the First Pillar), while security has been dealt with by the Common Foreign and Security Policy/European Security and Defence Policy (CFSP/ESDP – the Second Pillar). Although both these Pillars addressed individual areas of the security sector, supporting the Security Sector Reform (SSR) is a new area of engagement. Given the holistic nature of SSR and the institutional set-up of the EU, the task for the EU of defining its support to SSR is a complex undertaking.

Because of the considerable amount of publications on the subject, combined with unclear terms and definitions, it is sometimes difficult to distinguish the wood from the trees. This paper aims to provide an overview of literature, thereby focusing on the factors for the success and failure of stabilisation operations from the military point of view. <br /><br />
