Implementand Operationalize CSDP - The Challenges Ahead. 1 September 2010
On the 1st of September Clingendael’s Security and Conflict Programme organizes an expert meeting on questions involving implementation and operationalization of Common Security and Defence Policy entitled Implement and Operationalize CSDP - The Challenges Ahead.
The meeting will discuss how to implement and operationalize CSDP and will address four topics. Firstly, it will examine the institutional reform and will explore ways to translate it into tangible policy goals and effective strategies. Secondly, it will clarify the EU strategic focus on security and defence by identifying misconceptions that obstruct governments’ willingness to adjust to the new European security paradigm. Thirdly, it will address current and future military requirements in the context of a European comprehensive approach to security. Fourthly, it will examine the EU civilian security dimension, as one of the most promising fields of EU security, from a perspective of opportunities and limitations.
Participants at the meeting are invited to share their views on central questions to the debate about CSDP namely:
- Will the EU institutional reform enhance the implementation of CSDP in crisis management and conflict prevention?
- Which misconceptions regarding European security should Member States and national administrations overcome?
- Where can the EU effectively use its comparative military advantage?
- When are ambitions met by realities in the civilian security dimension of CSDP?
This closed meeting will gather experts from think tanks and ministries, policy makers, academics, EU specialists and parliamentarians offering concise briefings on fundamental aspects of CSDP.
