IfP: Early Warning

The demonstrated inability to foresee and avert large-scale violent conflicts in the 1990s has generated significant attention for the practices of early warning and taking preventive action. In that same period, the European Union (EU) has demonstrated an increasing willingness to take up a role in forecasting emerging crisis situations world-wide and respond accordingly.

The Conflict Research Unit is part of an IfP research cluster which aims to analyze the performance of the EU early warning system. Ultimately, the objective is to provide the EU with recommendations to meet existing institutional challenges under the new Lisbon Treaty architecture, so as to improve its early warning and response capability. 

To this end, several case studies will be conducted, which will include Armenia, Bolivia, the Democratic Republic of Congo, Kenya, Kyrgyzstan, Sri Lanka, Sudan and Venezuela. Partners collaborating in this research cluster are La Fundación para las Relaciones Internacionales y el Diálogo Exterior (FRIDE), International Alert, the University of Coimbra’s Peace Study group (NEP) and Saferworld.
