International Expert Meeting R-Phase of DDR programmes 10 December 2007

The Conflict Research Unit of the Clingendael Institute will organise an international expert meeting on the long-term reintegration-phase (R-phase) of disarmament, demobilization and reintegration (DDR) programmes and its relation with post-conflict economic reconstruction. The meeting will be held at the Netherlands Institute of International Relations 'Clingendael' in The Hague on 10 December 2007. Participation is by invitation only.

DDR refers to the process of demilitarizing official and unofficial armed groups by controlling and reducing the possession and use of arms, by disbanding non-state armed groups, rightsizing state security services and by assisting former combatants to reintegrate into civilian life. One of the main challenges for DDR however is how to address the post-conflict security challenge arising from combatants left without livelihoods or support networks during the critical transition period from conflict to development. Within this context, and building on the work of the UN (Integrated DDR systems - IDDRS) and Sweden (Stockholm Initiative on DDR - SIDDR), one of the main goals of meeting is to focus on the question how long-term integration can be strengthened and better linked to short-term DDR processes and funding, so as to contribute to economic security by providing viable economic alternatives for ex-combatants and others to prevent that they return (or resort) to violence.

During the meeting, international experts who all have recently been or are currently involved in research projects on the R-phase of DDR programmes will present their research and their (provisional) results and findings. Providing an opportunity to share information and experiences, the meeting aims to identify areas for further research on the topic of reintegration of ex-combatants.
