Energy markets in the European Union
Electricity
Electricity related research and activities will focus on the evolving organisation structure of the EU electricity market, where the liberalisation process and the accompanying regulatory supervision is still in progress. Market participants are both adapting to and actively seeking to influence the outcome of the regulatory evolution process. The interaction between regulatory measures at the national and EU-level and the strategic market behaviour of some of the large market participants are key areas that CIEP wants to study. This approach should help CIEP develop a clearer idea of how the electricity market will evolve. Concerns with the environment and security of supply are influencing the boundaries between the market and the state. These boundaries are much more dynamic than previously assumed because insights into the exact nature of security of supply issues and the environment and insights as to which 'public goods' the market can and cannot produce have evolved. Subjects that will be covered in this project include EU and member states' policies for market liberalisation, strategies of the different states and other main market participants, security of supply, the environment, unbundling and privatisation.
