CIEP Briefing Paper: ‘Tabula Russia’
October 4, 2009. This briefing paper looks at the Eurasian energy security architecture in light of evolving energy policy, industry practice and the competition for economic rents between governments to fulfill socio-economic goals. Central theme is Russia's launch of a new conceptual approach to the legal framework for energy cooperation on 20 April 2009 and subsequent withdrawal from the 1994 Energy Charter Treaty on 30 July this year.
