CIEP/IGU project on gas market regulation
The world gas industry currently faces immense challenges stemming from an expected rise in world gas demand, calling for huge investments in additional gas production facilities, transmission and distribution pipelines, storage capacity and LNG trains. Such investments will take place in a relatively uncertain economic, regulatory and geo-political context, while the characteristics of the regional gas markets in the US, Europe, Asia and Latin America are changing rapidly. The world energy markets are being shaken up thoroughly. On all fronts, business as usual has been truncated as a consequence of unexpected events and phenomena.
CIEP currently has been involved in the International Gas Union's special project 'Regulation of Gas Markets'. With this project, IGU seeks to assemble new perspectives on the way the gas industry could, or should, be regulated to meet its future challenges. The project was sponsored by EnergieNed.
Against the backdrop of the changes in gas markets aforementioned, CIEP prepared a study on gas market regulation. In small, regional workshops with a limited number of selected opinion leaders and decision makers from the stakeholder groups and academia, the intermediate findings were discussed and reviewed. The final version of the study takes account of the findings from the workshops.
The outcomes of the project have been presented and discussed in a high-level panel discussion at the World Gas conference in Amsterdam in June 2006.
