CIEP Future Fuels Seminar "An International Market for Biofuels?" 9 December 2005
On 9 December 2005 CIEP organised a Future Fuels Seminar on the arising international biofuels market. In particular for reasons of energy supply security and global climate change mitigation, biomass is seen by many as a very promising energy source for the future. One of its main applications is in the transport sector. Before a global biomass and biofuels market can arise, however, still many questions need to be resolved.
The seminar examined key policy and practical experiences made so far inside and outside the European Union, and explored perspectives and pitfalls for the emerging international biofuels market. Presentations were given by Professor José Roberto Moreira, chairman of the board of the national centre for biomass (CENBIO) in São Paulo, Brazil and Mr Christian Hey, Secretary General of the German advisory board to the Government, Sachverständigenrat für Umweltfragen (SRU). Mr Peter Tjan, Secretary General of the European Petroleum Industry Association (EUROPIA), reflected on the two presentations.
The seminar started with an introduction by Mrs Lucia van Geuns, Deputy Head of the Clingendael International Energy Programme (CIEP) on energy trends, geopolitics and the role of biofuels. The seminar was be chaired by Mr André Faaij, Associate Professor at the University of Utrecht and project leader of International Energy Agency's Task 40 on Biomass and International Certification.
The seminar closed with a panel discussion. All presentations of the seminar are available for download.
For the seminar Stephan Slingerland and Lucia van Geuns prepared a discussion paper Drivers for an International Biofuels Market. Comments on the discussion paper are welcome. These can be sent to Stephan Slingerland.
Background
The Clingendael Institute International Energy Programme (CIEP) organises a series of seminars focusing on fuels which in future might contribute to reducing world's dependence on fossil fuels. In each seminar, geopolitical-, market- and policy issues around the particular fuel in the spotlight will be examined. A first seminar has been organised in June 2005 on the perspectives of gas to liquid conversion. Other seminars to be organised will focus on nuclear energy, clean coal and other options for the future energy market.
