CIEP Electricity Market Seminar: Regional Electricity Markets in the European Union April 19, 2005

Discussions on the wider EU energy market are getting more focus with the projects and proposals for regional markets in electricity. During the September 2004 Florence Electricity Regulatory Forum it was agreed to set up a string of 'mini-fora' to discuss specific regulatory issues in more detail. Governments are working on initiatives for cross border market integration, Transmission System Operators are taking preparatory actions and market parties are exploring possible opportunities. The technical and regulatory agendas feature issues such as expanding interconnections, balancing markets, managing congestions and tariff structures.

Policy issues might emerge on coordinating and/or integrating regulatory frameworks with subsidiarity as an additional item. Industry structures might be influenced by possible mergers and acquisitions and questions about the relevant market for competition.

CIEP's seminar on these issues focussed in particular on the North-West European region, drawing on experiences made in other European regions so far. The seminar addressed the current state of progress in various regional market projects underway as well as provided an outlook for the North West Continental European Electricity Market. The seminar was organised in cooperation with Roland Berger Strategy Consultants.
