China and the Danger of a US-Iran War

The five-year multilateral diplomatic struggle to rein in Iran’s nuclear programme and the broader psychological war against the Islamic regime have been overshadowed for most of 2011 by the turmoil of the ‘Arab Spring’. Yet as new unilateral Western sanctions threaten full-scale economic war and as the rhetoric of Israeli or US military action against Iran escalates, the crisis has now taken centre stage in world politics. So far China, together with Russia, holds off UN sanctions and advocates dialogue and diplomatic negotiations to prevent further escalation. However, in a contribution to the Clingendael Asia Forum, Willem van Kemenade argues that should the threat of war continue to grow China may be forced to play a more prominent role. Read more»

The European Union's Strategy on Weapons of Mass Destruction: from Ambition to Disappointment

In this new Clingendael Paper, Dr. Peter van Ham examines the European Union’s weapons of mass destruction policy by examining the main strategic documents and the way they have been implemented. Even though the EU has ambitiously tried to develop a solid framework for closer cooperation since 2003, the EU member states have been reluctant to take the necessary steps towards increased policy coordination at the European level. The paper discusses both the ambitions and disappointments, and shows the way in which the EU could still play a significant role in the multilateral arena. Read more»

Water Diplomacy: A Niche for the Netherlands?

After a six-month study into water diplomacy in cooperation with the Dutch Ministry of Foreign Affairs (MFA) and the Water Governance Centre, the Clingendael Diplomatic Studies Programme presents a final report with policy recommendations. The report examines the potential of water diplomacy for Dutch foreign policy and how involved actors can increase this potential. The focus is on water diplomacy, as seen from the Netherlands, in terms of niche diplomacy on transboundary water conflict prevention. The authors wish to thank all contributors from the diplomatic and water sector for their valuable input.
India and Australia: The End of Estrangement?

Recently Australia’s Prime Minister Julia Gillard declared that Australia is willing to reconsider its ban on uranium exports to India. The ban is widely believed to be a major obstacle to a stronger India–Australia relationship, and as such to stronger quadrilateral security cooperation that involves also the United States and Japan. In his contribution to Clingendael Asia Forum, Vikas Kumar argues why we should not expect a dramatic improvement in the India–Australia as a consequence of lifting the ban. Read more»

Lunchlezing Redt China de Euro? 20 december 2011

Read more»

American Diplomacy: New Special Issue of The Hague Journal of Diplomacy

The United States is encountering what appears to be a not-so-American second century after all. As it does so, there is no more important, yet no more neglected, issue of international significance than the conduct of American diplomacy. This special issue, co-edited by Paul Sharp and Geoffrey Wiseman, goes a long way to remedying this neglect. A team of leading scholars and practitioners take as their point of departure the commitment of President Obama and Secretary of State Clinton to make American diplomacy co-equal with defense and development in the conduct of the United States' international relations. Topics covered include continuity and change in its conduct at the UN, the views from Europe, China and Iran, reform of US public diplomacy, the historical roots of Americans' suspicion of diplomacy, how contemporary diplomacy plays out on the streets, as well as in the chancelleries, of America's allies, and the exceptional character of America's diplomatic culture. Read more »

Seminar on the future of diplomacy

On 18 November the Clingendael Institute will hold a seminar on future trends in diplomacy. The two themes are business diplomacy and diplomatic cooperation with domestic publics. Business diplomacy is concerned with the representation, communication and negotiation which companies use in order to defend their interests so that unnecessary and unwanted conflicts can be avoided. In a world characterized by increasing competition and interconnectedness, it seems companies not solely rely on the diplomatic representation offered by states and tend to create their own, internal "ministries of foreign affairs". Next, as a result of the vanishing boundaries between international and domestic publics and a more interconnected civil society, success in public diplomacy becomes more dependent on cooperation with and the support of the people at home. Engaging public opinion on foreign policy at home and abroad are two sides of the same coin, and they reinforce one another. Scholars and practitioners from the Belgium, Canada, China, Indonesia, Israel, The Netherlands, Spain, the UK and the United States, will meet at the Clingendael Institute. Read more »
