Clingendael Non-Proliferation Seminar
November 16, 2006. The Nuclear Non-Proliferation Treaty is under attack. Does it still perform the useful function of keeping states from going nuclear now that non-state actors, and terrorist groups in particular, may get their hands on nuclear or radiological weapons? Over the last few years, several new initiatives have sprung up supposedly filling the gaps left by the NPT in the post-9/11 strategic environment.
