Rethinking Track Two Diplomacy: The Middle East and South Asia
June 15, 2005. Dalia Dassa Kaye presents in this third Clingendael Diplomacy Paper a middle-ground approach to understanding and evaluating "unofficial policy dialogue" by drawing on examples from security-related dialogues in the Middle East and South Asia. Most regional track two dialogues are not intended to have an immediate influence on track one negotiations. Instead, many unofficial dialogues are attempts to address or simply to define regional problems in similar and preferably cooperative ways. Read more »
