Clingendael Non-Proliferation Seminar Friday December 8, 2006

The Nuclear Non-Proliferation Treaty is under attack. Does it still perform the useful function of keeping states from going nuclear now that non-state actors, and terrorist groups in particular, may get their hands on nuclear or radiological weapons? Over the last few years, several new initiatives have sprung up supposedly filling the gaps left by the NPT in the post-9/11 strategic environment. The Clingendael Institute organizes an expert seminar examining the impact and relevance of these new initiatives, like the Proliferation security Initiaitve (PSI), and UN Security Council Resolution 1540. Are they as effective as their proponents claim, and what is the proof that they may indeed work? Do they work effectively together, and can new "quick fixes" to the NPT-regime be devised?

This expert seminar bring together well-know scholars and practitioners who will introduce these new non-proliferation initiatives, and debate their effectiveness with seminar participants from academia, the diplomatic services, and journalism.
