On May 10, 2007, the Advisory Council on International Affairs (AIV) presented the report China in the balance: towards a mature relationship, to the Dutch government. This report deals with the significance of China's rise for the Netherlands. The government will draw on it as it further develops its China policy.

On 4 July, Clingendael Asia Studies held a seminar in which experts presented their views and opinions on several themes in the report. The expert panel consisted of Jan-Willem Blankert (European Commission, Directorate General External Relations, Relations with China), Peter Ho (University of Groningen), Ingrid d'Hooghe (Visiting Fellow Clingendael Asia Studies) and Garrie van Pinxteren (NOS Nieuws). On behalf of the Advisory Council on International Affairs, Professor Alfred van Staden introduced the report. CAS supervisor Jan Melissen moderated the (panel) discussion.

Selected representatives from academic as well as government institutions, non-profit organizations, the corporate sector and others attended the seminar. The seminar language was in Dutch.
