High-Level Policy seminar 'The EU as a global player: Financing EU’s ambitions for 2014-2020'

In the coming months, negotiations on the EU budget for 2014-2020 will begin. Previous negotiations on the multi-financial perspectives tended to focus on the common agricultural policy and the structural and cohesion funds, relegating negotiations on Heading IV (the EU as a global player) as the last element of the bargain. The ambition of this seminar was precisely to move Heading IV to the forefront of the debate. A debate that is timely with the advent of the European External Action Service and the reconfiguration of EU’s external relations system.

This seminar therefore aimed at questioning whether the EU has the appropriate means to diffuse its vision of the world. But before setting up new instruments, the strategic priorities of EU external relations were discussed, as well as the EU’s vision and its ambitions in a world characterized by power shifts and global public goods.

This seminar provided the opportunity to rethink EU’s external action priorities and subsequent financial instruments in order to match its ambitions as a global player. Policy and financial recommendations were formulated as a starting point for future negotiations.

The meeting was organised by the Clingendael Institute, with support of the Netherlands Ministry of Foreign Affairs. It took place under Chatham House Rule, aiming at a free and open discussion. Participants were selected senior officials from the Member States of the European Union and from the European Institutions, and renowned experts on EU foreign policy in relation to the EU budget.
